Step 1:
Login to your AdWords account. You will notice that you don’t have the ‘Tools’ tab under which the Google Keyword Planner lies. The system might want you to set up or continue setting up your first campaign.
Step 2:
Open a new browser and close all other open browsers (including your AdWords browser). Clear your browsing history. If you need assistance, visit how to clear your browsing history.
Step 3:
Now, open a new browser and close the other open browser. In the browser you just opened, copy and paste “http://g.co/etoaw” and hit ‘Enter’. Allow the page to finish loading.
Step 4:
Scroll down the page after loading and click “Save and continue” at the bottom left to validate your information. Note that you can only alter the settings on this page if any information is erroneous. Google AdWords will load with the ‘Tools’ tab where you will find Google Keyword Planner.
